It states that “there should be a quality unit that is independent of production and that
fulfills both quality assurance (QA) and quality control (QC) responsibilities. The quality unit can
be in the form of separate QA or QC units or a single individual or group, depending on the size
and structure of the organization”. So for a very small organization it might be reasonable to have
a single person having full responsibility for quality.
