Q7A is the only ICH guidance that provides input on development of ICH for registration. What was the thinking of the EWG that led to inclusion of Section 19?

As clearly indicated in the opening paragraph in section 19.1, the purpose of this section is convey that not all controls in the other guidance sections are appropriate for the manufacture of a new API for investigational use during its development.
