Is an agent who imports or sells an API without doing any other operation responsible for determining the GMP status of the overseas manufacturer?

Section 17 indicates that agents should comply with Section 2 “Quality Systems”. In addition, the
actual manufacturer has the primary responsibility for GMP compliance. Where a firm is
purchasing a critical component, that firm would have ultimate responsibility in addition to the
primary manufacturer.
