The intent there was to allow, company A with a manufacturing operation in one location to ship
to another manufacturing operation in another location when both are operated under an effective
quarantine control systems. It doesn’t necessarily have to be two plants of the same company. It
can be subcontractors. For example, if an intermediate was going out to a contractor who is doing
the next step and then being returned to you that would be possible. That’s why the term was
used, “under company control” as opposed to “the same company”.
