Can a pilot study be granted exempt status with the goal of a learning about the therapy and deciding whether an indication might be sought in the future with a larger/properly designed study?
There is nothing in the FDA regulation that distinguishes between the use of a drug in a pilot study or a larger study. The rules would apply the same to a pilot study.
