All the guidance documents, not just Q7A, clearly state that a guidance document is not legally
binding in the way that a regulation is. A binding regulation means that you must comply with it or
else you are in violation of the regulation, whereas a guidance document, like Q7A, provides
recommendations. You could employ alternatives as long as you show these are equivalent.
