For packaging and labeling issues, is material transferred to and from contract manufacturers still considered control of the API parent firm?

The expectation for you, as the primary manufacturer, is the same whether you are making it or
your contract manufacturer is making it. Transfer to and from each location becomes the ultimate
responsibility of the primary firm.
