A company wants to manufacture a blend of chemical actives, where no chemical synthesis extraction occurs. This blend is then sold for use in the manufacture of a consumer product. Is this blend considered an API or does API starting material manifest itself?

This example goes beyond API manufacturing. What you’re doing is you’re combining various
actives for purposes of manufacturing a drug product or some consumer product. For example, if
you are in fact taking various actives and combining those in order to produce a consumer
product, that’s formulating.
