Why does FDA require the National Taxing Authority Certification to bear the official seal of the National Taxing Authority?

This is a statutory requirement. Sections 738(d)(2)(B)(iii)(II) and 738(e)(2)(B)(iii)(II) of the
FD&C Act require the National Taxing Authority Certification to bear the official seal of the
National Taxing Authority.
