Yes. Any materials that are used to recruit subjects for research, regardless of when in the process you are (beginning or end) need IRB approval. Gaining IRB approval for additional materials and/or methods is done through an amendment to your study. If your agent/device becomes FDA approved and you are no longer conducting research (i.e. marketing it legally in accordance with the FDA-approved indication), IRB approval is not needed.
